buying a MIDI Keyboard?

I am looking buying a MIDI Keyboard, and through research, have narrowed it down to two options. I am a little confused by some things, though. What exactly can the knobs and sliders be programed to do? Are they really important? Well, here are the two controllers I have in mind, the first one was recomended to me at Guitar Center and has programmable knobs and sliders, but the second one got great reviews for its software.
